Federation, Klingon and Romulan are the three founding powers of Star Trek Fleet Command, and every Commander ends up doing business with all three sooner or later. Each one tracks your standing on its own reputation ladder, each has its own Faction Store selling blueprints, recruit tokens and raw resources, and each rewards a different playstyle: Federation leans defensive, Klingon leans aggressive, Romulan sits in between. The catch is that reputation isn't independent per faction — helping one of the three by fighting or raiding in its space tends to cost you standing with whichever rival you just attacked, so most players pick one or two of the three to chase seriously rather than spreading thin across all three at once.
The Federation stands for diplomacy and defensive strength, and its ships reflect that: strong shields and hull health built for outlasting a fight rather than winning it in the first exchange. You build Federation reputation by running Federation missions, clearing daily faction missions, and destroying Klingon or Romulan hostiles and traders — traders in particular pay out a large chunk of reputation for their level, making them a favourite grind target. Reputation drops if you attack Federation ships or targets inside Federation space, or if you spend too much effort building up a rival faction instead. The Federation Store sells ship blueprints, recruit tokens, raw resources and mission commendations — commendations are only worth buying when the mission that needs them is actually active, since they don't do anything sitting in inventory.
The Klingon Empire rewards aggression — its ships trade defense for higher damage output and stronger critical hits, built for players who'd rather strike first. Reputation comes from destroying Federation and Romulan hostiles and traders, completing Klingon missions, and Klingon faction events; reputation Exocomps can speed up the grind further. Attack Klingon ships, fail Klingon missions, or lean too hard into a rival faction and your standing drops — and if it falls below Tolerated, entering Klingon space triggers an aggressive hostile that treats you as a trespasser. The Klingon Store sells the same broad categories as the other two factions (blueprints, recruit tokens, materials, commendations), priced against your current reputation tier.
Romulan ships split the difference between the other two: solid shield penetration, decent hull, and strong critical damage, which suits players who want to mix mining runs with PvP rather than committing fully to one or the other. You earn Romulan reputation through Romulan missions, faction dailies, hunting Romulan traders, and defeating Federation or Klingon hostiles — some research nodes and officers add further reputation bonuses on top. As with the other two, attacking Romulan targets in Romulan space costs you standing, and building up a rival faction pulls your Romulan reputation down at the same time.
Federation, Klingon and Romulan reputation all run on the same 35-tier ladder, from Enemy at the bottom (as low as -2,000,000 points) up through Neutral, Friendly, Respected, Champion, Legend, Hero and finally the six Prestige tiers, the last of which tops out at 450 trillion points. Two things about that ladder matter more than the exact numbers: the Faction Store itself unlocks once you clear the third tier (Tolerated), and five points on the ladder — roughly 10 million, 1 billion, 15 billion, 500 billion, and 450 trillion reputation — are Faction Locks. Once you cross a lock, your reputation with that faction can never fall below it again, even while you spend months building up a rival. That's what makes working all three factions over time realistic: lock in your standing with one before you start spending kills and missions on the next, rather than losing ground you already earned.
Each of the three factions patrols its space with Scouts — Interceptor-hulled hostiles that move noticeably faster than normal system hostiles, which makes them easy to spot on the system map. Killing a Scout can drop Encrypted Messages, though the amount (including zero) depends on the Scout's level. The exchange is deliberately cross-wired between the three factions: Klingon Messages redeem for Federation credits, Federation Messages redeem for Romulan credits, and Romulan Messages redeem for Klingon credits — so hunting Scouts in one faction's space actually funds your standing with a different one. Both the cost of the Message Exchange Chest and what it pays out scale up as your reputation with the receiving faction climbs, so this stays a worthwhile grind well past the early game rather than tapering off.
