The U.S.S. Vengeance is the first Legendary-rarity ship in Star Trek Fleet Command, a milestone for late-game progression that Scopely has said future updates will build on. Blueprint collection opens at Operations Level 70, but you can't actually construct the ship until you also own at least one Tier 12 Epic ship.
An Uncivilized Threat boosts the Vengeance's Apex Shred stat at the start of combat against Non-Armada hostiles. Advanced Sabotage, built on reverse-engineered research from John Harrison, lets the Vengeance ignore a portion of Breen Warship shields at combat start, with the bypass percentage scaling with the ship's tier.
Three Refits unlock at fixed tiers: Cloaking at Tier 8, Instant Warp at Tier 11, and Summoning at Tier 15 (each needs 120 shards). The ship upgrades through a refinery-style bundle of Automation Modules, sourced from events like A Cold Directive (three times weekly) and Inevitable War (weekly), or purchased in the Store -- costs climb steeply by tier, from 30,000 Common Modules at Tier 1 to 198,000 Epic Modules at Tier 14. Below Deck Officer slots unlock gradually as the ship levels (5, 10, 15, 25, 40, 50, and 70), and three research nodes in the Aggregation tree add Borg Cube-specific bonuses: reduced Borg Cube crits, cheaper part upgrades, and increased Iso damage against the Borg Cube specifically.
