The Vi'dar is an Uncommon Grade 3 Interceptor built specifically to fight Borg Tactical Probes. Borg-themed events and missions can pop up for players of very different levels, but building the ship itself requires a Shipyard of level 25 or higher.

Blueprints come from Borg-themed events, and Vi'dar Packs occasionally appear in the Store offering half or a full set of the blueprints you need.
